The Low-Income Home Energy Assistance Program (LIHEAP) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. LIHEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household.
The Low-Income Home Water Assistance Program (LIHWAP) Water Crisis Intervention assists households in crisis whose water or wastewater service has been/will be disconnected. The household must have a notice of disconnection from the utility company.

Apply for LIHEAP Energy Crisis Intervention and LIHWAP Water Crisis Intervention
Applications must be submitted in-person, by appointment only, at one of HCAP’s 5 District Service Centers on Oʻahu: Central, Kalihi-Palama, Leahi, Leeward, and Windward. Please call your nearest District Service Center to begin the application process.

Please note: Households that have applied for LIHEAP Energy Credit (EC) during the month of June 2022 are NOT eligible to apply for an Energy Crisis Intervention (ECI) from July 1, 2022 through September 30, 2022.
Households may apply for the Energy Credit OR Energy Crisis Intervention once per program year. Households may apply for the LIHWAP Water Crisis Intervention once per program year, in addition to the EC or ECI.
Energy Credit (EC)
LIHEAP provides supplemental support to offset client energy costs. Applications are processed only in June and applicants must be at or below 150% of the federal poverty guideline, with an active utility account. Regardless of income, the household qualifies if there is at least one person in the household that receives SNAP (Food Stamps) or SSI.
Everyone who lives in the house (or uses the electricity if more than one dwelling is on one electric meter) must be listed as part of the household. Applicant must provide picture IDs for all adults, social security cards for everyone, proof of income, and a current electric bill.
The amount of the credit given to each household varies each year.
Energy Crisis Intervention (ECI) and Water Crisis Intervention (WCI)
The purpose of the ECI is to restore or prevent termination of electric or gas power in the current residence. The purpose of the WCI is to restore or prevent termination of water or wastewater service in the current residence.
- Applicants must have a notice of disconnection.
- Applications are processed year round.
- Applicants must be at or below 60% of the State Median Income and have an active utility account. Regardless of income, the household qualifies if there is at least one person in the household that receives SNAP (Food Stamps) or SSI.
