What is Kūkulu Kahua?

Kūkulu Kahua means “to build a foundation.” This program offers one-time emergency financial assistance to Native Hawaiian individuals and families experiencing financial hardship.

Funded by the Office of Hawaiian Affairs and administered by Hawaiian Community Assets, the program also provides access to free financial counseling and culturally grounded support services.

Who can apply?

Native Hawaiian individuals and families facing urgent financial challenges may be eligible.

You may qualify if you:

  • Are of Native Hawaiian ancestry
  • Are experiencing an emergency financial need
  • Meet basic income and residency guidelines

What can the funds be used for?

Kūkulu Kahua helps you stabilize and move forward with:

  • One-time emergency financial assistance
  • Free financial counseling
  • Wraparound support tailored to your needs

Requirements to Receive Funds

  • Copy of Photo ID
  • Native Hawaiian Verification (Birth certificate, OHA Hawaiian Registry Card, Department of Hawaiian Home Lands verification, Kamehameha Schools Hoʻoulu verification)
  • Commitment to 3 follow up meetings with HCA Specialist
